Well, in normal economy, when nobody buys anything, shops get closed. But we still have them open, I suspect they are smugglers and thus should have money. Anyway, gameplayng wise it would be nice to repop their money over time. If it's the case right now, the rate should be upped a bit. Ideally, a player should not see much difference in economy should he login right after a reboot or 2 days later after a reboot. Or if we want to implement some "economy" things, it makes sense to carry them over reboots (after some tweaks). From my experience, at some point shoppers stop buying things and very likely you will not sell anything good to them until next reboot. Sometimes killing/repoping a shopkeeper helps, but they still aren't as generous with money as after reboots.
