I just dont see it the way you do in regards to the code's rules about following the law. In some ways this ties into the paladins beliefs whether or not they would break tribunal law, perhaps the paladin believes that the wicked are not worthy of being protected by the laws and that the laws are there for the protection of the innocent. There's so many takes on what is and can happen for each class or cabal. If everything were set in stone the way you seem to want it to be set, then thera would not be a diverse world open to all kinds of unique role playing opportunities and everyone would be pigeon holed into a cookie cutter roles as soon as they chose thier align/class/cabal. I much preffer that charachters are allowed to find thier own interpretation of the code that conforms to thier religeon and charachter's history/role. It makes for some interesting roleplay when two paladins one a tribunal, one a maran have to come up with a way to deal with a situation the provides both charachters with a conflict in thier beliefs and morals.
