I used to set up triggers to continually resend greetings and messages to Shifters who were in form and who's shape I didn't know. Apparently there was an anti-spam code added to the game so that if you do spam multiple comments you completely lose all ability to communicate including emotes and socials for what seems to me to be a RL hour.
I set this thing off twice that I know of and I suspect I set it off more than that and never realized it. But I was going rabid because I couldn't figure out why people weren't responding to me. Other people were going rabid because I wouldn't respond to them! 
I see why the game has it but it affects an area it shouldn't, IMHO.
