While I do agree with you that orderly does not mean lawful in all cases and more so I think that is exactly what was intended by changing the ethos options from lawful to orderly. I think in practice though it defaults to orderly = lawful unless a player makes a concerted effort to RP it otherwise.

This default is reinforced within the game when all members of the cabal that must enforce laws must be orderly and the members of the cabal that is most opposed to them must not be orderly.
