I always thought that Orderly people should get a bonus to killing criminals. How about:
Just Rewards: Gives you a small boost to healing and morale for a while after killing a criminal. Only pickable by Orderly and Stackable.

Long Arm of the Law: Harder for criminals to flee when fighting. Orderly and must have killed 5 criminals.

That which does not kill us,
