Cabals are not a job. Tribunal is not a job.

Joining a cabal is a serious thing and meant to be a life long dedication to the ideals of the cabal. Leaving a cabal has always had consequences, and honestly I think you got off lightly. If I were a Tribunal imm the consequences would have been more severe.

Now I don't know how Arvam prodded you to level, but if I were an Imperial immortal, I certainly would not liked to have my Dread Lord at such a low level for so long. Guild rank is a reflection of your power. If it were me though I'd probably just prodded Merf to replace you and let you level sit as long as you want demoted.
