Entropy has no mortal leader (and hasn't for many years), thus you need to speak with an Entropy Immortal to be inducted. Currently, there are two Entropy Immortals -- Mayesha and myself. As for your particular concerns:

You're right, it does make sense and is frustrating because there is nothing definitive on which to base any type of plan for your character and, to a lesser extent, your playing of the character. Remember, you're a lawful person playing a chaotic character -- your Chaotic character should embrace the uncertainty, which means to some extent you as the player have to accept some degree of turmoil.

If you want to join Entropy you should think that your character is always being considered. Entropy doesn't have a level restriction for induction like the old Masters nor do we have any rule that says if you weren't good enough to join at level 15 that it means you won't be good enough at level 45.

The clear, concise path you want is: talk to an Entropy Imm. Beyond that, it's up to you and the method by which the Entropy Imm in question evaluates potential cabal members. Pico primarily does this through an interview. To me quests, notes, and so forth can all be planned out and/or scripted. The interview is a spontaneous, dynamic process which is good for judging whether a character knows and understands the cabal philosophy (any cabal), but which is particularly relavent for Entropy/Chaos. Beyond that, there is nothing clear or precise (nor should there be, due to the nature of the cabal's philosophy) about the cabal or induction.

Please don't yell like a moron in Galadon. That just annoys everyone (which isn't 100% bad thing, but should be done in moderation) and has little chance of a) getting my attention or b) getting inducted.
