How does a tribbie get promoted to different cities...

for example Seantryn must be the boring city of all, I never see people there when I am there, what does it take to get moved to a city like galadon?

Roughly in order, the cities are assigned the following priority:
Seantryn (lowest, new tribunals tend to start here)
Tir-Talath
Hamsah
Galadon (typically experienced, proven tribunals only get assigned here)


This is going to vary from provost to provost, but is a good general rule of thumb.

Generally city assignments are up tot he provost. If I see something particularly cool, e.g. a great defense against odds in the Spire, or being right on with policies and helping out other magistrates (with the caveat that said individual has had at least a reasonable amount of time on duty etc) I'll move a magistrate. Similarly, if its clear that they just won't see Caroolth time wise I'm more likely to take a hand.

I think balance is also a consideration both for me and the various Provosts. From an IC perspective, all four cities deserve protection and if every magistrate were of Galadon (or none were of SM) then this wouldn't be getting done.

Just as a statement on Seantryn, Seantryn has some real merits that aren't often seen; and can be the site of a fair amount of lower level trib v. outlander action.
