"So, my question to Dalteric is this: Is a leader to you, in the Tribunal cabal entirely a Divine choice, where you decide the leader, and everyone else has to follow, or do you try at all to get the people that the Tribunals would actually choose as their leader?"

Generally, I wouldn't say this is a one size fits all question. There are situations where several people could be Provost--when there are several experienced Tribs, any of which who might be good provosts. This was the situation with Falun where I spoke with the candidates and had them put forth their ideas of moving the cabal forward. Other times, there is really only one option, and you basically cross your fingers and hope for the best.

Ultimately, however, it is the choice of the Trib imms. There might be someone who is well liked by the other magistrates but who, for whatever reason with the character, doesn't seem like a good fit. I do believe the Provost, once picked, has a lot of leeway in taking charge and making a team he can work with--and it has worked with varying degrees of success. There is no formal vote or anything by the magistrates, if that was what you were more trying to imply, more a decision on all the information and in consideration of who is available and what I hope they will do from what their character has done to now.
