Is there any chance you could consider changing this skill so that it would work outside of the cities? You have requirements of us that need to use Judge, but it can only be used if your on duty. Its not a power that can be overused or abused (Though with the Pbase, someone might figure out a way), and its more of an info tool then anything. Just will make it easier on us and less like a tribby getting caught with a hardened criminal and not knowing about it.

While it would be useful and practical, having good reliable allies would make a better magistrate. As a Magistrate you have to be ever-vigilant and this means looking closely at people around you. Judging random people and noting how they stand while on duty can be useful later. Alternatively, have them visit you on duty before travelling. If you happen to be on duty somewhere as remote as Seantryn Modan, then maybe ask another Magistrate to judge them for you. Its all about communication and I'm sure one magistrate will be as concerned about 'who is a chaotic hardened criminal and who is an orderly sweetheart' as much as you are. Work around it, not change it I think. It just all adds to the fun of deception and so on!

Maybe give it a limited ability if you are off duty...

Just tell if they are too hardened to travel with, or the like.
