#62725, "Unique skill/spells"

I have an item that when worn/held gives me access to a new spell. It shows in my practice list as
*Spell Name* 0% (68%)
I can't practice it at a guildmaster so do I train the spell up just from use? Maybe I'm getting the wording wrong. Though I thought it would start at 1% like exotic skills do?
Or am I so far unable to use the spell until a certain rank or could it be dependent on other things like mastery of other certain class spells etc?

For exotic skills, you improve by use. Some like rip are super easy to improve, others like lunge and batter seem hard, for a low str race at least.
However, there is a Necro item that gives a spell, and several conjie items, and those you just can't improve. In their case, you just can't cast the spell reliably.
