Err I mean Assassin..

Third Attack went to 25, dual wield to 23. If I already had those skills and had them practiced, do I get them back at that level when I reach the appropriate rank?

Assuming that isn't the case... Do we get refunded practices?

Like bash, trip has included a similar reduced effectiveness below level 25 since 2004/11/05.

Bash got nerfed pre-25 twice? If I recall correctly it was adjusted to 'miss' more often, and then was further adjusted so that it wouldn't perma-lag if you didn't miss? I could be wrong - but you could confirm

The miss rate went up sub 25 but the amount of lag applied didn't?

I could be wrong, but generally bashes miss at low level, so its hard to tell how they are lagging.

I don't feel the need to announce that. I do typically announce if an edge becomes significantly more expensive or cheap, but since we never published this stuff in the first place I'm not really concerned with making sure every change is documented publicly. I also don't foresee that changing any time soon, in case anyone is curious.

A handful of minor changes are now reflected in the Code Changes forum. I didn't want to announce them until after the reboot, though it turns out I could've.

You should retain your previous percentage. If not, let me know.

In this case, you have the skill, just are too low level to use it. So yes, the percentage should be retained.
