shifters: as an air foci you can use wingsweep in form and you get other benefits (not super cool, but a neat perk)
transmuter: 25 dex is huge for malleability and spin while under the effects of all the quickening stuff
invoker: you get bonus affinity in air, which in turn lets you throw around points into other paths without actually losing total points in air. Also, perma fly is handy for an invoker who doesn't have it as a class spell.
necro: you can make zombies that fly with an edge (granted not quite as cool, but still something). Also, perma fly is handy for a necro who doesn't have it as a class spell.

Then you could just make halflings like everyone wants and give them 25 dex. Yes, everyone wants halflings. Every, single, person.
