So here comes a couple of ideas.
First I think AP's should always get atleast one charge from every paladin or goodie healer they kill, regardless how "deadly" the paladin are.(This might already be in, I dont have any first hand info and if it is I appologize.)
Let bards sing resist even if they are affected of it, like it is now if the bard gets it and one in the group does not. The groupmember cannot have it until in runs out on the bard.
Improve lore practice(ooold whine I know), let lore be easier to practice at..A: Higher rank or B: More hours into the characters. Because a more seasoned adventurer should have learned more about the world and its items.
Same with the cabal power discern, perhaps make its extra perks rank dependant instead of practice dependant.

It's been said many times by the imms, but anti-paladins aren't all about killing paladin's and healers. The class should just be renamed "ashole" because they aren't neccesarily *anti*-paladin in the sense of wanting to kill paladins. They're anti-paladins in the sense of having many traits which are the opposite of those possessed by paladins.
Even if it were, making this change would encourage the massive multi-killing of newbies, which I would guess is why they made it so you don't get charge for people with bad PK ratios in the first place.

This seems eminently reasonable.
As for lore, discern... I won't comment because I don't care either way.
