Masted cheap shot recently, and I'm still missing 85% of attempts. This is nothing like I remember it being... or even what I remember playing against more recently.
Was this skill rebalanced? Did something break recently? Am I dumb? Is this tied to an unpracticed skill, somehow?
I don't see any mention of it in the code updates.

Hard to say what's going wrong without knowing all the circumstances.
One thing that might be new depending on how long it's been since your last thief (although it's probably 6+ years old) is that cheap shot will fire less as more stuff is fighting the victim. In other words, cheap shot sort of gets better as you have more people tripping someone (because you get more chances to use it) but sort of gets worse in that each chance is less likely to fire it.
One on one it should still be pretty reliable, and I can't think of any amount of unfavorable circumstances which would make it miss 85% of the time.
Later thug skills may improve its reliability slightly as well.

Always 1v1... missing 75-85% of the time, skill at 100%. Seemed to be acting like orc cheap shot.
At the time I posted this I was roughly level 21, generally sparring someone with +/- 2 levels.
KICK was (and is) unpracticed.

Noticed similar and at 85hrs old and having ranked on mobs that are hooded with the whole group spamming trip I am at 91% . That is hurting badly when elf warriors out lag me on just tripping me, than I could tripping and cheapshotting them.
Thieves need dual backstab back but as a skill recieved in the 40s. They are not cutting it imho.
