I like the idea, but here's one way of abusing it:
Passive resisting dude attacks mob.
Someone else spam practices on mob.
Can potentially go indefinitely, as passive resisting dude can pretty much leave the keyboard.

Have a passive-mode defensive warrior rescue the AP once combat is started.
I think this would be an awful lot of coding for a barely used, part-time rp tool. I can't see anybody playing out their characters career forever in passive mode and knowing the playerbase any pacifist-based roleplay around passive mode would go right out the window when it came time to kill a mob for choice gear items. If you really don't want to hurt anything, spend your life using the academy practice weapons and gear for -hitroll and +hp.
If this were added to the game, I' prefer it to be a flaw where you can't simply turn it on or off when it suits you.
