I'm pretty sure the wand with level 3 curse is a level 3 curse spell, no matter what level you are.
Any wand which does not do damage will not wake up someone who is slept by yourself. Slow, curse, plague, faerie fire, etc. A non-damage wand on someone who is slept by another person, however, might wake him up. I dunno, never tried the second situation. I think it would work like normal spellcasting, where there is a chance you tear him out of his sleep.
Pill in combat = about two rounds.
Zap in combat = same as mage zapping (I think). Two rounds.
Don't use low-level wands against level 51 characters unless they are slept, low-level wands almost always fail due to the level difference if they're awake. If they're asleep, or faerie fired you might have a chance. High-level wands seem to work more often. I'm pretty sure Int also comes into play.
This is all conjecture from playing an enigma character. No gurantees made on the accuracy, but I'm reasonably sure on almost all of it.

Eating pills is two rounds. Once or twice I've gotten a one rounder, but I chalk that up to the same reason why occasionaly my missed trips are two round lag, and why once or twice I've seen a one-round dirt kick lag (I'm guessing my client and the game weirdness, not the actual inherant lag).
Zapping is two rounds.
Zapping after they are knocked out? Can't answer this. I would assume that if you fail the zap, they don't get woken up (much like scrolls when knocked out) but I haven't been able to test it.
Wands. If I have a level 5 wand, I do believe, as Kirslamix said, it will cast as a level 5 spell. However, if I am as you put level 51, I shouldn't be failing that wand because of my high level difference.

The reason is that lag is not necessarily in full rounds. It comes in pulses (I think 12/round) and a failed trip has something like 18 pulses of lag, not 24.

I'm not sure for some of these, but in general use, I believe no matter what lv you are using the wand, if the spell is lv 3 curse, then they will save against the spell rather than the person using it.
With the zapping while they are asleep, it shouldn't wake them, but there is a small chance depending on the spell.
