Depends on the class. For paladins and wrath, yes. In other cases, I don't think so. You might see this tinkered with if we get around to doing something novel with shamans, or you might not.

Not always, but in most cases yes. Intelligence and wisdom each have some effect on most saves. While this is always present, I notice it the most as a player when I'm moderately to heavily geared for saves.

In most cases, yes.
You'll notice I said 'in most cases' to both of the last two questions. I'll make mention of the most common exception to both: poison and disease based saves care about constitution and your resistance/vulnerability to poison/disease as appropriate a great deal, other factors to a lesser degree, and intelligence and wisdom generally not at all.
