All thieves now have circle stab, which has been modified. Thieves who were previously required to learn circle stab, will now have to learn precision strike. See HELP PRECISION STRIKE.
The points any thief had spent on circle have been refunded. So long, and thanks for all the fish!

Nope.

This has happened to a handful of thieves. The points were adjusted a little while back, and the skills you have already total more than the maximum amount of points you were alotted. Alas you are left without precision strike (but still more skills than a new thief who rolled up today). So long, and thanks for all the fish!

I'd have to see the character in question to know for sure, but thief points don't all come when rolled up anymore, I'd guess this is probably why. So long, and thanks for all the fish!
