I think his issue was not being able to go down with 14% movement maybe. Not sure though.

For example, you can move into a non-water room, and a mariner can move between water rooms.
Pretty sure of these, anyhow. Certainly I fight shamen underwater as long as I'm able to flee to the surface when they dispel waterbreathing, in one step.
