When we transitioned areas, the design of that particular quest had us choose between confusing behavior on people that had started it (and a more confusing area 'transition' for the staff behind the scenes), or the possibility that you could repeat it. We went with essentially making the new version a brand-new quest, so it's cumulative with the old version.
Only matters if your character pre-dates the area update, so it's a one-off bonus.
