Expected: 3rd Tier Air Shifters Do not have the fly skill, and as such should not be able to fly above the world.
Actual: After receiving a 2nd tier form that can actually fly above the world, my 3rd tiers can do so also. I have reproduced this with two different Chars with different forms. Below is a log for my current who has: YellowJacket, Boulder Hawk, and Giant Wasp.

You slow the flapping of your wings and glide for a moment, to marvel once again at the view. No matter how many times you see it, the view from above the clouds still invokes a childlike reverence in you. It is as if the clouds themselves form a whole new tier of land high above Thera, of rolling white hills with a few dark thunderheads scattered among them. A large break in the clouds opens to reveal a beuatiful, shining city far below. The outer walls and tall, elegant buildings of the city are impressive even from this height. To the north, overloaded merchant ships dock at the busy ports. In the very heart of the island, a huge belltower seems to reach high into the clouds above. At the four corners of the city, massive arches span the branches of Voralia's Tears, leading to the roads that connect the city to the rest of Thera. To the north and south, Voralia's Tears cuts a dark blue line through the plains, while the roads lead out to the eastern and western horizons.
