This makes me think drow should have to go through some "more rigorous than ususal" process in order to become ragers. Every drow can create faerie fire inherently. Even the ragers. Now they can always choose not to, but that doesn't mean that they aren't still carrying around spellcasting ability 24/7. If I were in charge of Battle, I'd make them go through some irritating quest in order to have their inherent ability "purged" so they can subsequently join the village. But I'm annoying that way.
