After you finish the Academy quest, Simon sends you a tell to congratulate you, what if he hinted at where to go to start the cabal location quest?
I think pretty much everyone who starts playing CF finds Simon, but if I recall correctly, I found the cabal location quest with my third or fourth character.
After I finished that, I finally found the confidence to apply to a cabal.
I assume the quest was meant for newbies, so why not help them find it?
EDIT:
Just remembered, you have to be at least lvl 11 to start it, that info should probably be included... ____________________________________________
