I propose that Rule 7 of the Current Rules be greatly modified and
restated. My study of the history of the Arbiters and the Blood Tribunal
has led me to believe that Magistrates gained power to confiscate and
safeguard corpses in order to provide some tidiness and order to the ugly
and chaotic practice of looting corpses. However, many centuries have
passed since then and the customs of modern Thera, those of the Sixth Age,
have - to put abruptly and bluntly - changed. While in some cases, taking
the apprehended criminal's weapons is a good and proper practice, in other
cases (for example, where a criminal surrenders freely) the requirement (as
opposed to discretion) to confiscate all weapons seems unduly harsh and
causes Blood Tribunal to lose acceptability among Therans.

Thus, I propose the following:

"7. Anyone branded a criminal forfeits all right to their weapons and
equipment. Some or all of their items may be returned to a downed criminal,
but this is at the discretion of the Magistrate. As a member of the Blood
Tribunal, you have the ability to confiscate corpses of apprehended
criminals. Doing so will transport the coins and weapons to the pit within
the Spire, while returning the rest to the owner of the corpse."

I propose that Rules 8, 9, 10, and 11 remain unchanged.

I propose that Rule 12 of the Current Rules be greatly modifed and
restated. The last sentence of Rule 12 - "This means any guild,
anywhere." - appears to imply that Magistrates are forbidden from entering
guilds in unprotected cities such as Udgaard or Ayr'Trinil or Darsylon.
While some Magistrates may choose to refrain from entering any and all
guilds in accordance with the guidance on off-duty behaviors, I do not
believe that the intent of Rule 12 is to prohibit entering guilds outside
the PROTECTED walls. Further, from observation, the usage of "immedate
Tribunal business" provokes unnecessary debate.

Thus, I propose the following:

"12. No Magistrate shall enter any guild aside from their own, unless on
Tribunal business."
