"In the stifling confines of Hamsah Mu'tazz prison, Yuletide descended like
a cruel reminder of the depths to which I, Elowen, an elven paladin, had
fallen. The chill of the season seeped through the stone walls, a constant
reminder of the freedom I'd sacrificed. My heart weighed heavy with
remorse, burdened by the darkness that had tainted my once-virtuous soul.

Desperation clawed at my spirit, the memories of my past deeds haunting my
every waking moment. I had been a beacon of light, sworn to uphold justice
and protect the innocent. Yet, in a moment of weakness and desperation, I
had succumbed to the allure of power and betrayed my sacred oath to the
Golden Host.

As Yuletide drew near, the prison corridors buzzed with feeble attempts by
fellow inmates to bring a glimmer of festivity into our bleak existence.
Their efforts mirrored my own longing for redemption, a desperate attempt
to find solace in a world consumed by shadows. But each gesture only served
to magnify the stark contrast between the bleak reality of my incarceration
and the radiant life I had once embraced.

Within the confines of my cell, I scavenged for remnants of hope, cobbling
together makeshift decorations and crafting feeble tokens of festivity from
the scant materials at my disposal. The bitter irony of my actions tore at
my soul trying to emulate joy in a place where darkness clung to every
corner, where my own actions had cast an irreparable shadow upon my once-
pure spirit.

Yuletide arrived, and the prison walls echoed with forced celebrations. The
feeble flicker of makeshift decorations cast eerie shadows upon the walls,
highlighting the stark disparity between the hollow festivity and the heavy
penance I bore. Despair gnawed at my conscience, threatening to extinguish
the fragile ember of hope that struggled within.

As the night wore on, the forced camaraderie waned, leaving behind a
haunting silence. I retreated to the solitude of my cell, where the weight
of my crimes pressed upon me like an unyielding burden. Tears, silent and
unshed, mingled with the echoes of distant laughter that served as a cruel
reminder of the lives I had inadvertently shattered.

The Sultan guard prodded the lifeless body of the prisoner with the tip of
the sabbaton. "Search his pockets," said the Captain. "He's got nothing,
just a poor carving of a Yuletide tree and some scribblings on a napkin,"
answered the guard. "Good, clear the cell, we've an Anathema on her way."
The Captain shrugged and left the confines of the cell.

Chapter 7

I propose that Rule 7 of the Current Rules be greatly modified and
restated. My study of the history of the Arbiters and the Blood Tribunal
has led me to believe that Magistrates gained power to confiscate and
safeguard corpses in order to provide some tidiness and order to the ugly
and chaotic practice of looting corpses. However, many centuries have
passed since then and the customs of modern Thera, those of the Sixth Age,
have - to put abruptly and bluntly - changed. While in some cases, taking
the apprehended criminal's weapons is a good and proper practice, in other
cases (for example, where a criminal surrenders freely) the requirement (as
opposed to discretion) to confiscate all weapons seems unduly harsh and
causes Blood Tribunal to lose acceptability among Therans.

Thus, I propose the following:

"7. Anyone branded a criminal forfeits all right to their weapons and
equipment. Some or all of their items may be returned to a downed criminal,
but this is at the discretion of the Magistrate. As a member of the Blood
Tribunal, you have the ability to confiscate corpses of apprehended
criminals. Doing so will transport the coins and weapons to the pit within
the Spire, while returning the rest to the owner of the corpse."

I propose that Rules 8, 9, 10, and 11 remain unchanged.

I propose that Rule 12 of the Current Rules be greatly modifed and
restated. The last sentence of Rule 12 - "This means any guild,
anywhere." - appears to imply that Magistrates are forbidden from entering
guilds in unprotected cities such as Udgaard or Ayr'Trinil or Darsylon.
While some Magistrates may choose to refrain from entering any and all
guilds in accordance with the guidance on off-duty behaviors, I do not
believe that the intent of Rule 12 is to prohibit entering guilds outside
the PROTECTED walls. Further, from observation, the usage of "immedate
Tribunal business" provokes unnecessary debate.

Thus, I propose the following:

"12. No Magistrate shall enter any guild aside from their own, unless on
Tribunal business."

I propose that the epilogue remains unchanged. After all, Law and order
are indeed everything.

Chapter 6

It has been some time but it is critical that my half-life's work be
memorialized as part of my own essence. I am delighted to report that some
of my proposed writings have made it to the Magistrate Library after their
vigorous defense before brilliant Witch Ishuli:

Tome I, Modern Redraft of the Rules:

From hereonafter, the Rules of the Magistrate published in the Magistrate
Library shall be known as "Current Rules" and my proposed modifications
shall be known as "Modern Redraft of the Rules".

I propose that the preamble to the Current Rules be restated as follows by
removing the word "will" and replacing it with "may". The leaders of the
Blood Tribunal have some discretion in disciplining the Magistrates and
because of such, the preamble should not be interpreted as automatic
removal from the Blood Tribunal:

"As a Magistrate of the Law, you must follow a code of conduct beyond
simply following the Laws of Thera. Failure to strictly adhere to these
rules result in your
removal from the cabal.

I propose that Rule 1 of the Current Rules be greatly modified and
restated. The statement - "The only exception to this is when you are
chasing a criminal." - creates much confusion. The Magistates are never
above the law as the first setence of Rule 1 of the Current Rules states.
There are simply no exceptions to this. Thus, I propose the following:

"1. Magistrates are not above the law. It is your duty to uphold and
enforce the laws, and you will work within them at all times. You shall
not endanger bystanders inside protected towns in any way, and are
therefore to refrain from using any harmful area affects."

I propose that Rule 2 of the Current Rules be slightly modified by adding
lieutenants to the special guards and by replacing Magistrates with members
of the Blood Tribunal (to include the Vindicator). I would further add that
Vindicators ought not use their guards to hunt those who are not enemies of
the Spire.

"2. Special guards are to be used ONLY in conjunction
with duties. Their presence is an
indicator that you are on Tribunal business, and anyone found calling on
them for trivial reasons will be treated harshly. Vindicators ought not use
special guards to hunt those who are not enemies of the Blood Tribunal."

Chapter 5

The rush of knowledge left Atrael Elsinore dazed. He was utterly
overwhelmed and unprepared: reports of crimes flooding in from the
Justiciars Network, detailed records of criminals in the Justiciars
Archive, and the unsettling power of Inquisition. Atrael couldn't believe
what he was reading about the use of inquisition on peaceful citizens and
torture in exchange for testimony. Something was amiss, and the very
foundations of the Blood Tribunal seemed to be shaken.

As he grappled with these disturbing revelations, urgent news reached him.
The Voralian peacekeepers reported a crime in progress at the City Gardens.
Without hesitation, Atrael rushed to the scene, where he discovered the
lifeless body of an Imperial duergar. Taking a deep breath to steady
himself, he attempted to call upon the power of inquisition over the
peacekeeper present. To his relief, nothing happened, and the peacekeeper
gave him a puzzled look. Atrael tried again, still to no avail. However,
his keen instincts noticed a faint, eerie glow emanating from the corpse.

Atrael focused his inquisition power on the lifeless duergar. In an
instant, a surge of information overwhelmed him: witness accounts, details
of the inflicted wounds, and traces of blood... they were all pointing to
the conclusion that the Imperial duergar had been murdered by a shaman.
Atrael stood in awe of the newfound power he possessed, his hands trembling
from the rush of adrenaline that accompanied such revelations.

Chapter 4

The Galdonian guards gathered for the induction ceremony. Provincial
Sylvus, after receiving recommendations, has decided to appoint Atrael a
Magistrate of Galadon. Atrael was beaming with pride and stared in
disbelief at his new and shiny badge.

As he began his watch, however, Atrael started to sense that there was much
discord within the Spire. Nephinae, a talented shapeshifter and a
Magistrate, was itching for a promotion to a Provincial and began to make
demands from the Provost, threatening to leave the Blood Tribunal. Pysolos,
a former Magistrate, was calling for the removal of the Provost through an
election. Others spoke ill of the Provost. "None of this really belongs in
the Blood Tribunal," Atrael thought, "not in the place of strucutre and
quasi-militant hierarchy." Instead of being discouraged by this negativity,
Atrael took it upon himself to start bringing Magistrates closer together
and supporting the Provost - the leader of the Blood Tribunal. Squelch the
gossip, replace negativity with support. If someone made a mis-step, guide
them and do not expose the error as to avoid embarassment. Atrael hoped
that with this touch, things would start to glue together, brick by brick,
decision by decision.

Chapter 3

Desperate to understand and control his unique gift, which he originally
perceived as a curse, Atrael Elsinore delved deep into ancient texts and
rituals, seeking the means to break free from its grasp. His journey led
him through treacherous lands, where twisted beings and malevolent spirits
sought to exploit his fragile state of mind. The path was fraught with
peril, but Atrael persevered, driven by an unyielding determination to
unlock the true potential of his shape-shifting abilities.

As he continued to explore the depths of his cursed lineage, something
peculiar began to happen. The curse that had once tormented him with its
uncontrollable transformations started to harmonize with his being. Atrael
found himself growing more attuned to the ebb and flow of his own nature,
realizing that his affliction was not a curse, but a gift waiting to be
embraced.

The transformative experiences grew more seamless and intuitive. The
grotesque warthog morphed into a slightly less ugly opossum, and then the
opossum refined into the grace of a leopard. With each shift, Atrael felt
the exhilarating rush of merging with the essence of the creatures he
embodied. He reveled in the power, agility, and instinctive wisdom that
came with each transformation.

Through the eyes of a leopard, he witnessed the stealth and elegance of the
hunt. As a sand lizard, he basked in the warmth of the sun and felt the
vibrations of the shifting sands beneath his scaled belly. Atrael gained an
intimate understanding of the natural world, sensing the interconnectedness
of all living beings and the beauty that resided within each form.


With this newfound perspective, Atrael no longer feared his transformations
but embraced them as an integral part of his identity. He reveled in the
opportunity to protect the innocent and uphold justice, utilizing his
versatile forms to navigate the complexities of the Theran world.

Chapter 2

Breathless and heart pounding, Atrael burst through the door of his humble
home. His eyes darted around the familiar surroundings, seeking the warmth
and solace of his family's presence. But what he encountered shattered his
world, plunging him into a vortex of anguish and despair.

There, in the dimly lit room, lay his beloved family, lifeless and
bloodied. Atrael stumbled forward, collapsing beside their lifeless forms.
He caressed their cold cheeks, their once vibrant spirits forever
extinguished. His heart, once filled with love and hope, now drowned in a
sea of sorrow. Memories flooded his mindthe laughter, the embraces, the
shared dreamsall abruptly torn away, leaving him adrift in an ocean of
loss.

Time lost meaning, his sobs echoing through the desolate house. The weight
of guilt settled upon him, questioning whether he could have done
something, anything, to protect them. How did the delegate see him? Was
Atrael too conspicious? But the answers eluded him, lost in the abyss of
despair. In the midst of his mourning, anger ignited within Atrael. A fire
sparked in his eyes as he swore to seek justice for the lives stolen from
him. He let out an ear-piercing scream, only to... hear a snorting noise
coming out of his snout. In horror, Atrael stared at his newly emerged
warthog shape.

Chapter 1

It was a dark and rainy evening in Hillcrest. Atrael Elsinore, still an
adolescent, hurriedly walked through the empty streets. The sky had a red
moon, signaling another stormy day ahead. The wet spring worried the people
of Hillcrest, except for the carrot farmers who expected a bountiful
harvest. As he walked, a crow flew above him, giving him an uneasy feeling.
He said a prayer and spat across his shoulder three times to ward off any
bad luck.

During the day, per request of his father, Atrael attended meetings with
the diplomatic mission from Teth-Azeleth. The delegates, mostly duergar,
treated the people of Hillcrest disrespectfully, ignoring their concerns.
The discussions ended abruptly, and the delegates left with disdainful
looks. Atrael worried about the implications of this for his family but, in
this very moment, Atrael just wanted to get home.

As Atrael turned the corner, he noticed an unusual scene. The guards were
missing near the main gates, but one of the delegates from Teth-Azeleth was
there. The delegate took out something shiny and opened a smaller gate,
allowing a group of men to enter. Atrael suddenly realized the citizens of
Hillcrest were betrayed and that they may be under attack. Panic spread
throughout the town as alarm cries filled the air. Atrael dropped his
belongings, and ran as fast as he could towards his home. Unbeknownst to
him, the delegate noticed his escape and him and his men set sights on
Atrael's house.
