From what I read, it seems like he was saying to make an area along the lines of "Galadonian Encampment" in the past to help flesh out the "past" of Voralian city as a non-Tar Valon setup, like when Ostalgiah appeared, and CF-wise it was just "everything else was some trick, it never existed".
