From the helpfile: "Both the craftsmanship of the staff and the power of the druid who calls the spirit will affect the potency of the supplication."

Now, ever since about lvl 15ish the consider has gotten weaker and weaker for them. Mine seem to have stayed at about the same power even though I am quite a few lvls higher now.

Can an Imm please either look into this or tell me I'm crazy? =)
