Now, ever since about lvl 15ish the consider has gotten weaker and weaker for them. Mine seem to have stayed at about the same power even though I am quite a few lvls higher now.

Can an Imm please either look into this or tell me I'm crazy? =)

The consider gets weaker and weaker because the serpent doesn't gain in level as quickly as you do. In other words, a level 51 druid isn't going to call a level 51 staff. It's intended to be mostly useful in the low ranks (and teach newer druids how to work alongside an order-able pet), and tail off in utility as the druid approaches the bigger abilities of the class.
