When a character that can't send notes to "all" tries to do so, the note is "sent" as usual but goes to "immortal" instead.

Would be nice if, instead, you got an error message when you entered "note send" if the recipient list includes "all" and you aren't authorized to send to "all". That way you could change the recipient list (removing "all") without having to re-enter the entire note.

Also, if any of you guys who got my "note to all" want to enlist, Fort's open for business!
