RE: Valley of Veran & Coastal Wetlands also added (n/t)
I gathered herbs from Coastal Wetlands and then tried to gather from Veran and it said I already had herbs from that forest. I only had the ones from Coastal Wetlands.

The same thing happens when you gather from Arendyl and then try to gather from the plains south of there.
