There was an ongoing war in Yugoslavia, which NATO intervention was expected to end. There was no ongoing war in Iraq. Also, Bush did not exhaust every diplomatic option before invading Iraq. Also, Clinton didn't "invade" Yugoslavia.

Because U.S. citizens don't recognize their government's right to invade other sovereign states just to export democracy. Such an explanation would not have been well received.
