I would be upset and I would like clarification why the amount is different then I was told, but regardless of what I was told I would pay it, unless the clerk appears to be in error (maybe they misread the ticket or something). Generally IMO the added effort of following through with a dispute of this nature is not worth it given that the added cost is not that much.

A) Well it would be my fault for forgetting to pay. If the amount of the late fees was substantial I would expect to be allowed to either negotiate them down or make payments to settle the outstanding bill without further penalty.

B) I think it is fair to still have the license suspended, even if the fee has been paid. But, I also think if it is possible to now show that the second portion has been completed that, that would satisfy the requirement. I don't think late fees or other punitive fees are fair in this situation as there is no cash involved and no financial loss for the state. Ultimately, what I would think should happen in this scenario is that the state informs the person they must show completion of whatever option they have chosen, or if that is not possible they should redo the option and show completion before some said date or have their license suspended.
