Idea:

Allow the kingpins of the various thieves guilds to edit the guild rules in their respective guilds. Would make clear if they have special rules (like will blackball evils, battleragers etc.), and let you know the tone of the guild before you join.

They could also post announcements, etc. and make it feel more like a tiny community even when you don't see the kingpin (or they members) very often and make the guild more of a hub for the members...or at least somewhere they visit more often.

Would also make who is leader be more eventful/important to those not leader and might encourage people to become elite members so they can influence the process more.

Coding up formal infrastructure for this seems like a waste of time given how infrequently it would end up getting used and given that all of this is possible IC via notes and RP.
