Make it so you cannot down an enemies cabal item if your own cabal item is not in your cabal.

It really sucked as Meleke when fortress were raiding and I had not the power to repel them all the prevent the raid but did manage to get the orb while they fought the archmage, only to find out that they could still down the scepter. I thought I was being really clever but I doned the orb, they got it back and ganged me on attempted the retrieval. This will make it a little better.
