Alright, this is something that bugged me with my last character, but I didn't get around to posting it until now:
I think the Tribunal Laws should be changed so that Tribunal can no longer make "Cabal Enemies" Wanted when those "Cabal Enemies" raid the Spire for the Scales.
("Cabal Enemies" = Members of a Cabal with which the Spire is currently at war and actively taking the Cabal's item).
In anticipation of the glaring WHY?:
There are some classes (namely invokers and transmuters) that virtually cannot raid the Spire if there is a single Tribunal on.. even when the Raider is level 51 and the Tribunal is level 25. I can't get over that. As a preventive measure, I initially thought that Manacles should not be used outside PK (thus giving the spellcasters a fighting chance to avoid the manacles by killing the Tribunal - keep in mind, manacles are on a different level than special guards because you can kill special guards), but that idea was not very popular, and moreover, I realized that nearly the same effect can be achieved by nuking the Tribunal's ability to flag "Cabal Enemy" intruders. Basically, if the Tribunal declares war on another cabal, and begins to actively take the cabal item of that "Cabal Enemy", the Tribunal should lose its ability to flag "Cabal Enemies" when they respond in kind.
