So I searched and confirmed that these are only given by cabal imms, you can't get them yourself. My question is if there are any criteria for when they are given or if it's entirely whim of the cabal gods for every cabal? Thanks.

That cabal edges don't necessarily come from the imms of your cabal.

I've given them out as RC prizes, or to a Battle guy I think is doing something cool with respect to his cabal or RP within its bounds, etc.
