Add another shield to the game. Better than snow worm, and more limited, but not so good (or as limited) as those that are typically the next step up from snow worm.
It seems like snow worm shields are a bit too ubiquitious. If I'm a ~30s guy who needs a shield, regardless of class or align, I'm probably going to get a snow worm. Superior shields (blackest pitch, five heads, pure light, mirror white, boiled, flawless silver, darkness, ice-rimmed) are prohibitively difficult to obtain. Throw in that nasty one from {new area edited}, but I assume it's also a pain to get.
I'm not suggesting the good ones be made easier to get; maybe just add something to bridge the gap.
Same might be said for snow worm armguards and possibly black steel gauntlets (for goodie mages).
Bracers (for warriors) are a good example of a gear spot where this isn't true. You've got charred, silver-grey, runed iron, adamantite, braided silver, brilliant silver, thick leather, bifrost, sapphire, wide copper, charms, etc. A ~30s guy who's regearing might start with charred, but can reasonably hope to "upgrade" to something like adamantite, braided silver or brilliant silver given some time and effort.
Just a thought.

Oddly enough, you've just pointed out 3 pieces of gear that for all intents and purposes should be limited, but the immortals allow to not be limited. And now you want more

And none of those are really an "upgrade". They are basically the same thing with a little better AC, and maybe a stat point.

I personally think they are fine as is, since as I already said...they should be limited.

As Isildur pointed out it's arguably on the top ten list of shields in game to get, and probably number one or two when it comes down to non-limited shields.
As far as the armguards and leggings go, I'd say they aren't much better than run of the mill stuff so, unless you also make a lot of other similar gear limited, should stay as is.
