I think half-drow should have quiet movement in the city, while half-elf should have quiet movement in the wilderness.

Reasons:
Drow come from the underdark, rock and stone. They are a perversion to nature in the eyes of Sylvan. They are not familiar with dried leaves and branches that might snap beneath their feet. WILDERNESS rooms in the underdark are rare.


Elves lean toward nature. They make their homes within the wilderness and trees. They are familiar with dried leaves and branches that will snap beneath their feet. They would find roaming the CIVILIZED rooms of the underdark unfamiliar.

Lastly, it would add an interesting facet to picking the two races.

Half drow and half elf means that they can be born anywhere. Half drow aren't necessarily born in the Underdark, ya know (elf with wilderness).
