The bolded section points that out for me...and no, I didn't write the helpfile or the skill.

I don't see this happening, since many of these have sliding scales of success, and I really don't know where you'd draw the line for what is "successful".

Again, the bolded part paints a picture that it's based similarly to learning. And it is still useful to people besides elves and gnomes. We're not going to paint you a power-game picture in the help files.
