I currently have a hunter and I was noticing that the fashioned/imbued bows do not heal or have any of the special powers imparted by the usual imbuing for the select terrains...

Could you perhaps have the bows heal and/or have them use nerfed terrain specials?

An alternate idea..
Imbued weapons are similar (in an extremely limited) way to the Anti-paladin's unholy blessing. Perhaps imbuing can impart certain damage types, determined by the terrain that they are imbued in or selective damage type with something like:
c 'imbue weapon' <weapon> <fire/ice/poison/crush/pierce/slash/yada yada>?

These were all conscious decisions in the design of the skill. They won't be changing.
