Santa Zulg, I'm not really sure what anyone was thinking having the cabal powers start out at 70%, but it's really a nuisance to us number crunchers. Could we have cabal powers just start out at a more normal percentage, like 75%?

Mostly because there are about 300 places in the code to deal with this. Massive amount of code change across the entire code base for negligible impact.
