Obviously, ones they've played. Not other peoples without their permission.
Make it an opportunity for current chars to learn about things from Thera's past via the dead. For example, Istendil could be there in spirit form and answer questions on his Empire. Or possibly what happened after it crumbled. Maybe give a chance for a ghostly grudge match, if one might exist between such characters. All in the name of fun and education!
I'd love the idea of players bringing back an old character for a night, but not sure how that could be pulled off without the distinct possibility of things going awkward.
Edit: I've often wondered what people like Ritur would make of the current village. Or find out some of the people who have given themselves over to the ranks of the Maran Tara'bal. A chance for them to briefly remove their helmets and become who they were once more?

Not sure how tricky the setup side would be, but here's an idea:
The ghost state that age dead people enter has very specific limitations that would make perfect sense for any returning ghost. They generally can't interact any way other than rattling chains and talking.
If an application form can be made for logged in people who want to revive a persona for a night, then someone can approve it, unlock the name and enforce a permanant age-death ghost state. This way when the night comes, passwords for said characters can be given out via account email and the people playing them can log into ROTD and wait to be transfered down. Afterwards, the characters are denied, locking the names again and preventing the ghosts logging in.
I'm sure some genius can find some way to abuse this ghost state and cause trouble but the application process and the fact plenty of people will be watching/supervising on the Halloween night, should insure a fun time for all involved. If needs be, put a ward on the Inn so that it's the only place the ghosts can go.
