Sure aiding criminals is clear in town, but what about out.
I know the laws all say within protected city, but aiding doesn'tso that leads me to believe aiding outside you can still be warranted.

Now then general examples

Warrior runs from galadon, after being flaged, Magistrate chases, (leavnig duty) to finish him off. healer her's cry for help from criminal comes and heals him. healer aiding.. even if magistrate was not require to leave town.. and is off duty at that point? what if it was a another warrior that came and attack the magistrate. is that aiding or just an normal take advantage pk. or friend getting pk, time to help?

What if a criminal was in his cabal, you summon him out, but cabal mates word him once you attack him at the outer guardian. that aiding a criminal to?

Healer is at around Galadon healing a criminal. that goes back into town. and fights again.. I assume thats aiding. but can they be flagged unless it is seen first hand?

I am sure Magistrate need it outlined, many of them seem to be mixed on it.
