ICly, Amaranthe is the representative "neutral" immortal patron of the cabal, and thus chooses the Harbinger. OOC, we roughly divide up our responsibilities for the cabal in this manner as well, though any of the cabal's imms might fill in, taking on a different IC form to represent a more appropriately aligned ancient/entity. For example, I have, while invisible, played the part of different evil or good Ancients to name a Nightreaver or Sunwarden in the past, to suit that particlar character ICly. Innis or Lyristeon might do the same for a Harbinger - you'd just be unlikely to see them operating visibly as "Innis" or "Lyristeon" unless they had some particular IC reason to do so.
