Shapeshifter "roll" as croc does not work a lot of places. Clearly under water it says there is no water to roll.

Check: Underwater to spirits, against any fish in any ocean, etc-

You can't dunk someone underwater if they're already underwater.

Therefore roll requires a room where water is present that also isn't underwater.
