I've been getting skill gains, and I feel like whenever you don't get a gain to skills, you also don't get the "You are focusing your skill learning" echo also.

If you don't have enough skills to even trigger the chance you won't see any of the echoes.

Sorry, reading my own post, I was probably unclear.

1) I'd previously been getting skill improvements on level-up. I assume this covers "If you don't have enough skills" part.

2) I thought if say, my % of possible skills was too low to get skill gains, I never got ANY echoes, so why was I getting the echo of what I was focusing my skill learn on still?


Mostly, I'd expected if I wasn't going to get a skill improvement, I'd never gotten an echo saying what I was focusing my skill learn on. Similarly, if I got an echo saying what I was focusing my skill learn on, I ALSO got a skill improvement.

Correct.

Because you lost to the RNG. You had a chance to learn a skill. The loop to find you a skill failed to find one before it hit the limit. You don't get a skill improvement.

That is not always the case.
