Adjust constition to remove the negative impacts of having low con:
- disease resistance tied to racial max, not current con
- hp regeneration tied to racial max, not current con
- hp gains tied to racial max, not current con

Make low constitution only have an impact regarding perma-death or death via -con methods. This will help new players and also encourage more PvP.
