Had a shopkeeper who lores stuff for players, for a price.
Player gives "the collector" an item. Collector gives player information equivalent to 100% lore, and either a) keeps the item if it's worth more than X, or b) charges the player X coins.
X should be set somewhere higher than what it costs to buy identify scrolls. So, maybe 2 gold.
If having the collector keep the item is too harsh, maybe have him just adjust the amount he charges to lore it according to the item's level. So loring a practice weapon might cost 2 gold, whereas loring spiritbreaker might cost 10 gold.
