Currently, Tribunal's special guards will attack criminals on sight, though what I don't understand is why they are unable to rescue the victim.
For instance, say I am a Tribunal and I hear StormPaladin being bashed by FireWarrior. I go and flag the criminal, but can do nothing other than hope my guards kill the fire warrior first, to save the Storm Paladin. (Tribunals who might have sphere Protection or Peace understand the frustration).
I'm not sure how this would be fixed.

As a die-hard tribby, I can't say my tribunal characters would not have absolutely LOVED this.
but, I've also played the antiestablishmentarian, and this change would *SUCK*
For one, because the guards and my victim aren't grouped, the Victim is no-longer fighting me, meaning I have very few ways of re-directing back to them.
For two, I've loved the ability to quickly beat-down a person who thought they were protected and make a quick gettaway, this would severely lessen my ability to do it.
I think this would lead to less crime because the criminals would know they had a drastically lower chance of actually closing the kill which is what makes getting the flag worth it.
While IC, less crime is a good thing for tribby.....ooc less crime is a bad thing both for the criminals and the tribunals....because it makes things MORE BORING....heh.

One of the things that makes crime fun is that you can kill that guy and wipe the smug smile off his face, just before the guys kill you. Sometimes it is worth dying to do that.
Under your proposed system, that joy would not really be possible. Crime would reduce, and tribs would have less fun too.
